vsftpd help

hi guys, im trying to setup my ftp server to be available in the net but
as i tried to log-in locally it will just return

ftp localhost
Connected to localhost(127.0.0.1)
500 OOPS: could not bind listening socket

i already had the created a file
'/etc/xinetd.d/vsftpd' with the contents of 
service ftp
{

disable = no
socket_type = stream
wait = no
user = root
server = /usr/sbin/vsftpd
nice = 10

}

and restarted the xinetd '/etc/init.d/xinetd restart'

and finally testing it to see if it is running i executed
'netstat -a | grep ftp' and found ftp

can't understand but it seems i've done everyting for it to 'run' but it
seems it don't...
