By default, on Shrike vsftpd runs as a standalone daemon. Check your /etc/vsftpd/vsftpd.conf file. It contains listen=YES near the end. (Side-note: Even if it were controlled by xinetd, you would not need to create an xinetd file yourself. You would simply run "chkconfig vsftpd on" to enable/start vsftpd.
