Yes, I beleive that was fixed in the errata - curiously that fix is in the download version but not the boxed version.

Check your /etc/vsftpd/vsftpd.conf file. It contains listen=YES
near the end.

hmm, not mine -

(Side-note: Even if it were controlled by xinetd, you would not need
to create an xinetd file yourself. You would simply run "chkconfig
vsftpd on" to enable/start vsftpd. No restarting of xinetd necessary.)
