That apt is built for an older version of rpm, and was broken when you upgraded to shrike. Get a current version, such as:
rpm -Uvh \
http://ftp.freshrpms.net/pub/freshrpms/redhat/9/apt/apt-0.5.5cnc6-fr1.i386.rpm
I found out the cause later. It was because having following packages installed on my OS
pythonlib-1.2-1 glint-2.1-1
I have no idea what they are used for and when installed.
I removed it then "apt-get" works now
Later I upgrade "apt' with "apt-get upgrade apt"
PS: for future reference, it's faster to use "rpm -q apt".
noted with thanks
