The MySQL Reference Manual available at 
http://www.mysql.com/doc/en/index.html
is considered one of the best opensource project documents around, so my
guess is that Red Hat sees no reason to provide additional or redundant
documentation.  They certainly have enough other projects that are in
greater need of their efforts.
