I have fought with this before. The only way I was able to do it was via
Protozilla, a protocol handler add-on for Mozilla. You install it,
define mailto. The mozilla-mail package must not be installed.

Personally I Galeon since it has many other nice features including
gestures(another mozilla add-on).
