Thanks for the help.

Looking at the corefonts and cabextract packages,
I was able to find out how to get around my problem.

There seems to be a limit to the path length.

This is good path:
# FONTDIR="/usr/share/fonts/ms123456789"

This is bad path:
# FONTDIR="/usr/share/fonts/ms123456789X"

I am not sure why there is a length problem,
but, I will have to work on it.
