The Pine license doesn't allow anyone to distribute modified packages, which means that Red Hat can't publish a security update until UW does. That's not an acceptable, or Free, license.
BTW, while I don't know of a GPL pine clone, there is a very fine GPL pico clone called nano:

I've been using it since before version 1.0 and it has a few features that pico doesn't.
