I don't know about the licence issues RH claims to be at issue. It probably has somthing to do with the RHEL licensing, that conflicts with GPL or something like that, but that is just a guess. Other linux and BSD distributions don't seem to have a problem.
The Pine license doesn't allow anyone to distribute modified packages, which means that Red Hat can't publish a security update until UW does. That's not an acceptable, or Free, license.
You're mistaken if you think that other distributions don't have to deal with this issue. Pine is in Debian's "non-free" section, and is not distributed on their CD's.
