Actually I think they are being very consistant with their long standing
stated policy of changing the major version number when there are binary
incompatibilities between releases.

RH 9 includes changes in the threading interfaces that will break some 8.0
apps.

As someone who does a lot of work managing software releases I can only
applaud RH for their logic and consistancy in the release numbering plan.
