I've got both installed:

[root@home root]# rpm -qa | grep -i talk
talk-server-0.17-17
talk-0.17-17


verifiying....
[root@home root]# which talk
/usr/bin/talk

and the server:
[root@home root]# chkconfig --list | grep -i talk

        talk:   off


the "talk:  off" line comes from xinetd. try installing them both at the same 
time:

rpm -ivh talk-server-0.17-17.rpm talk-0.17-17.rpm
