Well, I think it's a little of both.  

GNOME 2 does not provide an easy way to change WM, so in that it is
their problem.  But in their defence, the default window manager of
GNOME 2 is still sawfish, according to people on the GNOME usability
list.  Even though the developers have removed a lot of the
configurability from Sawfish's configuration GUIs, I understand the
functionality itself is still mostly there...  So if you edit the
config file by hand (or, perhaps if you drop an old config file in),
then you'll be able to get most of the flexibility that people want in
a window manager.

Red Hat has chosen to use Metacity as their default GNOME WM instead.
Why they did this, I have no idea, though I suspect most of the
reasoning has something to do with code maintenance, and nothing to do
with usability...

So the problem is the combination of an unreasonable[1] default WM, with
a lack of an easy way to change it.  Each is partly responsible.

[1]  Where I get to define unreasonable, since I'm the one whose needs
I care about most, for purposes of this discussion.  :)  Since
reasonable means, more or less, "able to be pursuaded", and Metacity
is often unable to be pursuaded to do what I want it to, then I
conclude it is unreasonable.
