I'm not a sendmail expert, but I play one on TV.  Silly question, but do
you have the QueueDirectory directive set in your sendmail.cf?  Mine is
set to /var/spool/mqueue.  Obviously, sendmail won't run without this
setting, it needs somewhere to queue local mail.
