3c59x won't negotiate 100mb full duplex

I can't get a 3Com card (eth1) to negotiate 100mb, here are the details of
my setup. Any ideas what I can do ?

alias eth0 3c59x debug=9 options=4  full_duplex=1
alias scsi_hostadapter1 ips
alias eth1 3c59x full_duplex=1
options 3c59x debug=3 options=0x30,0x30 full_duplex=1,1

mii-tool
eth0: 100 Mbit, full duplex, link ok
eth1: 10 Mbit, half duplex, no link
