H264 Video question

Issue on android  using pjsip 2.6

no matter what format I set for the Encoding parameter i always get a 176x144 video stream.  any ideas on how to fix

I set the Encoder format parameter to 640x480.

The incoming video shows 640x480 without any issues so it appears the decoder is working.

any suggestions would help
