G723 Pjsip Symbian problen in encoding

So you want to pay royalty license even when it's not needed like in 
Symbian OS platform?

You can get directly the audio encoded/decoded in G723.1 from the Nokia 
Audio Proxy Server (still you need more coding to do so).
