The publisher ID is cheap, the problem is the signing process. You will need to pass the "Certified Signing" and this will need at least 350 EUR per submission and usually a budget of 1500-2500 EUR has to be considered because no application pass the certified signing without at least 4-5-6 failure of submission. The express signed is not available for products using MultimediaDD.
