Layers aren't the best solution to this problem.  As others have said, they
are more of a static element.  The effect could be achieved much more easily
with Flash.  Below are two tutorials that may help you in achieving this.

What i'm trying to do is basically grab DB information into a layer, they
make a selection from the results and that selection goes back to the DB and
