Well, it's not CSV - that stands for COMMA Separated Variables, and
there isn't a comma in sight!

Could there be tabs in between the fields?

Anyway, there is a mistake. 
>"B" "" 2009-01-27 00:00:00 "GERBER"

Either - there is an empty field after "B", which is quote possible, in
which case there are no commas around the date
"B" "" "2009-01-27 00:00:00" "GERBER"

Or one of the commas before the date should be behind it
"B" "2009-01-27 00:00:00" "GERBER"

You didn't answer my question. Can you reach the file with a browser?
