I don't understand. I already said that allow_url_fopen was on. This is
from my PHP.ini:

; Whether to allow the treatment of URLs (like http:// or ftp://) as files.
allow_url_fopen = On

I have tried various paths. Nothing works.

Perhaps you could take my code and run it on your Windows computer and
let me know if it works for you?
