Probably, but I think you meant to respond to Jay Blanchard's post since he's the one who said you can have multiple php.ini files :) I imagine it might be possible in the httpd.conf but don't know since I've never looked. Definitely you could run two webservers and use the proxy-pass thingy like is done when running PHP4 and PHP5 on the same site.
