Microsoft's usenet server has a whole bunch of IIS groups, but I dunno if they'd take too kindly to your survey - they're a bit anal about developers posting in their non-developer groups. But otherwise I only found one group that specifically mentions IIS, and that's in Japanese... But if you want to find user groups for specific topics (whether it's IIS or something else), search through Yahoo Groups (groups.yahoo.com), there's bound to be a few popping up.
