PayPal now works with Visa and other CC?s, and I use them for all foreign transactions including Romania. I have yet to file special forms for Romania, as I let them handle all the paperwork and if there is a fee, it also goes on their Visa bill. I no longer work for anybody in FRance, as those folks are their own worst enemies. Last time I made a real profit on a French client was a decade ago, and I?m sorry, I can?t get out of bed for $32.50. Every time I go to France, somebody tries to rip me off at the airport, car rental agency, or elsewhere. IF I travel there in the future, I will rent my car in Belgium and drive it into France.

To clarify, this company has used my image for the last ten years as part of a license they paid for at that time. They want to continue using it for another ten yeras. That is where the transaction is at this time. FYI the fee we are talking about is $3000 Euros.
Once I got paid by an outfit in France. The French taxes on the transaction amounted to about 1/2 the $180 fee. Then I had to deal with the US bank cashing a French cheque. In the end there was not much left for me!
So, I am in a quandary ... I think the legal thing to do is to send them the 6166, no? It would cost me $85 to get that form. I don't think the company uses PayPal. I could ask. But then what?
Something to think about. Ideas? Suggestions?

However they shoul dnot be asking for it, and you should ask for a tax certificate if they charge you any. Ask them to pay via PayPal and send you a tax - receipt if they charged you any on their end so you can claim a credit on the income tax in ht eUS
Form 8802 is used to request Form 6166, a letter of U.S. residency
certification for purposes of claiming benefits under an
income tax treaty or VAT exemption. You cannot use Form 6166
