Dear friends, I am about to be a fortunate recipient of a princely fee from a group in Romania that wants to use one of my photographs for a marketing campaign. Preliminary to the payment of the fee they asked for a US Certificate of Residency - IRS form 8802/6166 .... does anyone on the list know what this is all about?
