The parents should be prosecuted for providing an
attractive nuisance. Without their lack of control there would be no thought
crime possible.
The legal term attractive nuisance was
created in the US when a neighbor kid without permission got into another
neighbor's pool and drown. The residential owners of the pool was held
responsible for his death by the courts because the pool was an attractive
nuisance. All pools in the US have to be fenced off or have a
motorized Plexiglas-or similar cover to prevent entrance into the water.
Insurance companies do not cover pools that don't meet the fence/cover
requirement.
