Now, I never install a new version of something without leaving the old version on the computer, so I can make the transition carefully from the old to the new. In the case of the PS actions, that means that I can locate my actions folder in the old version and install it into the new. The old actions you've created will not automatically install with the new version of PS.

So, if you still can, go and locate the folder of actions in PS 7 and then go to CS3 and the actions palette and click on the little right facing arrow in the upper corner and find the pull-down menu. In there you will find a command for Load Actions, which will allow you to navigate to the old actions folder and then load those into the new version of PS.

I also save that actions folder into some folder that I'm filling up to burn a DVD, so that if I ever, God Forbid, have to reconstruct my entire computer life, the old actions can still be retrieved.

Glad to know I was helpful. Sorry that you had to uninstall and reinstall anything at all. Upgrading is always a delicate process and requires some thoughtful planning.

One other thing. When you create your own actions, or install after-market ones, be sure to make a separate folder for them with a unique name like "DR's Actions". Then as you upgrade you have a searchable item. Makes finding it a lot easier.
