More than anything, the title is a reflection on timing...but it is a happy occasion.

Well, either someone is disappointed or not happy (going by the tone of the title). 
Everyone has to pay in some form for a moment of pleasure, and if the tone is saying it's a positive reading, then this is one huge bill that will have to paid in payments over
the years.  Having it be in an ashtray, I'm gussing it's a not happy title.
