An enlarging lens is a great macro lens since it is optimized for flatness of field and for close working distances.
However it is not corrected for infinity thus is not the best choice for general photography.
A simple means of using the enlarging lens on a bellows is to epoxy the enlarging lens mount ring to a T mount for your lens
 
The shorter the focal length the greater the range of magnification. 
The limiting factors are bellows length and the working distance.
Illuminating the subject becomes a problem with very close working distances.
 
A simple formula to find the required extension or limitation of magnification for any focal length is:
 
( M + 1 ) X Focal length
 
Where M equals the degree of  magnification
