For commercial purposes, certainly. But a rather pathetic and not uncommon phenomenon is that amateurs with web pages, or albums on many hosting sites, simply steal pictures they like, and put them up under their own name, probably to boost their local reputation as photographers. How they can live it down is beyond me, but it does happen - quite often.

And, for that purpose they don´t need more than the web sized image, because that´s exactly what they are going to use. And I doubt that metadata really helps; a recurring question in many photo discussion groups is for EXIF stripping software...
