Bait and Switch?

Adobe is offering (until November) Photoshop CS (version 8) at a deep 
discount to those who purchased cameras with bundled Photoshop 
Elements 2.  Now they've announced Photoshop CS2 (version 9).  Were 
they just clearing inventory prior to launching a new version?  The 
upgrade to CS2 is $149, probably plus tax and shipping.  I haven't 
checked to see if the enhancements are worth the price (for a rank 
amateur).  Having bought Elements 3.0 and, lately, Photoshop CS, I'm 
wondering if I should feel miffed.
