No, decoration is only decoration.  Context transforms - a found object placed on the mantle becomes something
else but  simply liking the way it looks doesn't make it art. The "gain" art provides is that it changes not
just pleases. It is more than re-affirmation of pre-existing beliefs too. Decoration is more of an
acknowledgment of taste or beliefs.
