Baiting using natural foods in an animal's habitat is commonly used for
photographic purposes. It is not illegal in California except where
otherwise posted. ("Don't feed the bears" is often seen in "wilderness"
parks.)

In California, baiting laws apply only to hunting. You may, however, bait
for varmints. Chumming (a form of baiting used to attract fish by throwing
bait on the water) is generally illegal.
