The blind, of course, is perfectly acceptable.  Baiting, however, is not only
unethical because of the potential danger it may present to the bird over time
by habituating it away from its normal feeding patterns and presenting the
possibility of making it dependent upon the baiting (not just your single
occasion but that plus everyone else who might get wind of what you did and
wonder if they might be able to do the same), it may also be illegal.

When hunting other animals it is usually illegal in most states to use
baiting.  Trapping and fishing are the only exceptions I can think of.  This
practice would, or could, fall under the same kind of laws.

I'd suggest you contact the local fish and game authorities and find out.
