If someone reports abusive behavior by a member of the Pg community, it should not matter whether or not the person doing the reporting is a member of the community, only that the reported abuser is.
If it can't be defined it can't be enforced. That said, an abuser or harasser generally has a horrible tendency to do it more than once. If it happens here, the CoC will apply.
