How ti fill sk_buff manually

Sir/Madam

Now i want to write a kernel module, whose work is to
fill the sk_buff by own and and send the packet to the eth0 directly. Main aim is to bypass the Network stack(UDP & IP layer). I have to fill sk_buff structure, and call dev_queue_xmit().

I am not gettng how to fill the net_device structure.
Please help me soon.

Also please send me the, simple module for 2.4.x where a kernel_thread is created to send UDP packets containing the memory usage.
