How to fill sk_buff manually

Sir/Madam

Now i am working on a kernel module, whose work is to
fill the sk_buff by own and and send the packet to the
own NIC. Main aim is to bypass the Network stack(UDP &
IP layer). I am fill most of sk_buff members, and call
dev_queue_xmit(), but the result is 'Segmentation
fault'.

I am not gettng how to fill the net_device structure.
Please help me soon.
