I don't think that would work.  It puts too much on the shoulders of the
packagers, and has nonintuitive consequences when porting Debian
packages that already have Recommends/Suggests.

E.g. if a random package just happens to have Recommends: wget, I
wouldn't want wget to be hidden from the top-level installable package
list.

I think currently when a user selects a package to install, she already
gets too many extra dialogs.

Hm.  Show the top-level package (say, canola) iff there are any
subpackages that aren't yet installed.  The 'Install' button would then be
disabled if you select the already-installed package.
