Package categories are being misused

I had an epiphany this morning and have the start of an embryonic plan
in my head to solve all of the multiple repositories, conflicting
software, no QA (including bad sectioning) problems.

Expect an email outlining it to maemo-dev shortly (once it's typed up,
for example ;-))
