Chinook (the next release) application manager will have an improvement
to this. And on further releases we're going to support upgrading things
without reflashing (but doing upgrade without reflashing can make things
slightly slower).

If you search the maemo-users/developers lists, there are instructions
how to make transition easier if you don't mind doing things from the
command line (e.g. through ssh) and device is in usable state before
the reflash.
