Hmm, no, there is no real evidence for that in the log you posted. Archives are downloaded int /var/cache/apt/archives/partial and only if the download succeeded, the md5sum is correct, etc is the archive moved to /var/cache/apt/archives. Also, after a failed download, the Application Manager should clean the download cache. (Apt-get, however, doesn't by default).
