here is usbmon result using 2.6.30 - the same effect
usbmon confirmed the problem only. Either modem does not get proper
packet (eg. IN) from hub or host does not receive the answer.

I've run 3.1.8 kernel on my 9g20 hardware. Unfortunately it does not
solve the problem. How to check software issue?
I do not remember what the "problem" is here, please provide more
information. How about running usbmon?
