So using means really operating the camera, not going through S3?

The very first test is to rule out a problem with the patch. I don't believe
there is, but there might be. Please boot a kernel without the patch adding
usbcore.autosuspend=-1 on the kernel command line (you may need to
rebuild initrd if you load usbcore in it) and retest with skype.
