I think your confusion comes from lack of familiarity with Fedora's kernel numbering practices. It is true that FC4 ships with a kernel numbered 2.6.11-*. However, that kernel includes many, if indeed not most, of the patches that distinguish a 2.6.11 kernel from a 2.6.12 kernel. In other words, Fedora's 2.6.11-* is substantively the same as a 2.6.12 (which is not yet released in any case). No one is attempting to patch Speakup into anything but the shipping FC4 kernel.
