That just means the _OSC handover didn't give us control. My experience 
of every NEC xhci controller so far is that they fail to generate 
runtime PMEs, which is a much more straightforward reason to fail to get 
any GPEs. You can test with pcie_ports=native to force setting it all up 
for native delivery. pcie_pme=nomsi may also be worth a go.
