The setup is as follows -
[Sending server NIC][TX]-----fiber conductor----[RX][Receiving server NIC].
A physical setup limitation provides only a single fiber conductor
between the servers, but it should still be doable as traffic is
always unidirectional (over connectionless protocol) from sending
server to receiving server.

In such case the receiving server NIC status is UP and processing
ingress frames, however the sending server NIC status is down as it
doesn't detect light on its RX.
of course if I supply light to the sending server NIC from another NIC
on the same server the link goes up and it works as expected, but I
suspect it may be possible to force the link status on driver / OS
level.

And no, its not part of dharma initiative...
