You are quite correct; your problem isn't an ARP flux problem, but the 
same concept holds in your situation.

Different symptoms on the network and different networking situations, but 
the same kernel behaviour contributes to the ARP flux problem and your 
problem.

I'll leave this question for others to answer, others who are more 
knowledgeable.  To me it seems intuitive, natural and correct, but perhaps 
I have simply been working with this behaviour for too long.
