Different symptoms on the network and different networking situations, but the same kernel behaviour contributes to the ARP flux problem and your problem. : What's the advantage of this behaviour being the default - seems to me : that it's information disclosure that shouldn't be happening. Why : should you tell another network segment what your other interface's : IP/MAC addresses are? I'll leave this question for others to answer, others who are more knowledgeable.
