ATARI_USB should depend on ...?

Either ATARI_ETHERNAT or ATARI_ETHERNEC, in practice. Not sure I'm building

defining ATARI_USB in Kconfig.bus?

Sure.

In personal conversations with technical people, I call myself a hacker. But
when I'm talking to journalists I just say "programmer" or something like that.
