The transmissions settings do change from time to time. The only thing
you can rely on is the frequency, and then it could change as well, but
only +-125kHz. I have found with my Dvico Fusion Plus card that using
auto for everything works, and the card auto detects the 125kHz offset
as well. I don't know if all cards support auto but I am pretty sure any
reasonably new card would. I also think that is must be a requirement
for Australian cards because the only setup parameter which may be
required is what state you are in, and even then you can work that out
from any TS data which is found.
I know that many DVB apps require the channels.conf file but I think
it's format causes lots of problems. Here in Melbourne, lots of
channels change frequently (Channel 7 changes things almost weekly).

I was just about to return the DVB-T capture card as faulty because of
this setting reported incorrectly everywhere.
I'm using Debian, and they have a dvb-utils package that is at version
1.1.1 that seems to be the latest version.
In this package is a file called:
/usr/share/doc/dvb-utils/examples/scan/dvb-t/au-Perth
The current contents of this file are as follows:
