A hierarchy sounds like a good idea. For the sharing, there are two approaches - any subsystem that wants sharing has to implement it itself, or else implement sharing at the control groups level and make it (mostly) transparent to the subsystems. I think I prefer the latter and have been playing with some ways to do this.
