RE: It seems that if I'm going to do a Ctrl-C to disconnect the modem,
i need to do a

 sudo /etc/init.d/sl-modem-daemon restart
and then
sudo wvdial
----------
Correct

for modems using the slamr driver including your:
0703 Modem: Motorola SM56 Data Fax Modem
Primary device ID: 1057:3052

If is necessary to unload and reload the slamr driver between dialouts,
which is done during the
$ sudo /etc/init.d/sl-modem-daemon restart
This is due to a change a few releases ago in the Linux kernel.
We have filed a bug report on this issue, but because slamr has a
closed source component, we are not confident that a repair/fix will
be implemented.

you might make a file called mym (for mymodem) with two lines:
#!/bin/sh
/etc/init.d/sl-modem-daemon restart

and make executable with:
chmod +x mym

and thereafter start it with:
$ sudo ./mym
